He writes:  When the sin spoken of gets consent of the will with some delight, though it be not actually outwardly perpetrated, yet it has sucess.  A man may not be able, upon outward considerations, to go along with sin, to that which James, in chapter 1:14-15, calls the finishing of it, as to the outward acts, when yet the will to sin may be actually obtained:  then has it, I say, sucess.&quot;

I think we *are* by and large disillusioned about sin.  Even as Christians, often when we &quot;repent&quot; we speak of the manifestations of our sins.  In fact, how often do we confess sins to God or spouse or brother that aren&#039;t seen outwardly?  Rather its, &quot;I&#039;m sorry I spoke to you that way.  Please forgive me.&quot;  

When it ought to be, &quot;I spoke to you in anger and frustration because in my heart I am discontent with and blind to God&#039;s provision in my life through you as my wife and so am also guilty of arrogance, for I proudly believed I deserve better.&quot;

Much of the time and much of the church doesn&#039;t even know this exists in our hearts.  We are often experts in spotting manifestations of sin (stealing your lawnmower) but are guilty of folly when we then turn and equate the manifestations with the root condition of our hearts.  

Its no wonder then we look at the suburbs and think &quot;the worst sinners are in the city.&quot;  Statements like &quot;the inner city *really* needs Jesus&quot; often betrays our hidden belief that the suburbs don&#039;t.  

No doubt, there is a higher popullation in the inner city than Clayton, Nj.  So we can probably assume there are more people in number(not by percentages but by measure) whose depravity is not so governed by common grace as others.  But I think that Owen would say that high crime rates in the city are also owed to a different set of &quot;outward considerations&quot; than we have in suburbia.  &quot;A man may not be able, upon outward considerations, to go along with sin...as to the outward acts...&quot;  It would be foolish to think that the &quot;outward considerations&quot; that men make are universal!
